Turned brass binding screw in 2 parts. Meant for holding wads of paper together through a punched hole.

BINDING SCREW IN 2 PARTS:
Head diam. 9mm. (5/16")
Barrel diam. 5mm (3/16")
Space between head and foot when tightened 6mm. (1/4")
Total height 9mm. (5/16")
